About the Project


logoThe IPA 2011 EuropeAid project “Enhancing the position of Residents in Residential Care Institutions for Persons with Mental Disability and Mental Illness and creation of Conditions for their Social Inclusion in the Local Community” was awarded to the consortium of Hifab Bolt International ConsultingPro Mente Austriaand SSPMH, in August 2012.

The project’s beneficiaries can be categorized according to the project’s short and intermediate outputs and long-term outcomes as follows:

 

Short–term beneficiaries:

  • 50 health and social care professionals that will be trained to become trainers.
  • 500 social protection and health care professionals that will be trained in provision of Community Based Services (CBS) for the mentally ill.
  • Potential applicants/beneficiaries trained for the Grant Scheme implementation.
  • Successful grant scheme applicants trained in project implementation methods.
  • Selected MoH, MoLESP and Municipalities key personnel that will receive training regarding the role, importance and impact of community based, integrated social protection and mental health services
  • Selected social protection and mental health professionals that will carry out study visits in Greece and Austria to get on – the – job training and learn about best practices in CBS for the mentally ill.

Short–term beneficiaries:

  • MoLESP and MoH.
  • Public Institutions.
  • Private Sector.
  • Employees and residents from residential care and psychiatric institutions.
  • Civil Society Organizations.
  • International donor agencies.
  • Local communities.

Long–term beneficiaries:

  • Entire Serbian society.
  • Individuals living with mental disabilities and mental illness and their immediate families and support network.

The expected results of the Project are the following (according to the ToR’s and the Consultant’s proposal and in particular the Logical Framework Analysis):

Result – 1:  Transformation Plan for Residential and Psychiatric Institutions and Development Plan for the Cross – Sectoral Community Based Social and Health Services Created.

Objectively Verifiable Indicators:

  • Comprehensive transformation plan (including financial assessment, legal assessment, measurable indicators, timelines, responsible parties and monitoring mechanisms) completed by month 8 of the project.
  • Development plan (with clear deadlines, responsible parties, activities, legislative drafts and expected results and resources to be deployed) completed by month 12 of the project.

Result – 2:  Implementation of Transformation & Development Plans strengthens capacity at national and local level to improve range and quality of cross services for de-institutionalization of persons with mental health disorders.

Objectively Verifiable Indicators:

  •  National Minimum Standards for new combined services and related Rulebook on norms and standards of services in combined social protection and healthcare institutions completed and adopted by MoLESP and MoH by end of the project.
  • Training plan elaborated by month 10 from the project initiation and training of trainers provided for select group of 50 experts in fields of health and social protection.
  • Minimum of 500 social workers and medical staff trained according to training plan to work in service provision teams by the end of the project.

Result 3: Support to the Grant Scheme for provision of community based social and mental health services.

Objectively Verifiable Indicators:

  • Guidelines and manual for the Grant scheme (based on draft Transformation Plan, including targets & measurable results & indicators) developed by month 5 of the project.
  • Information campaign for grant scheme completed.
  • Training plan approved and at least 50 potential applicants trained to prepare proposals.
  • All successful grant applicants trained to implement projects.
  • Monitoring system for grant implementation in place. Account of the progress and outcomes of all projects implemented under the grants scheme is delivered by two months before project ending.
