NOTICE FOR RECRUITMENT
Hifab/Bolt Consortium, is recruiting a short-term experts for the positions of Community Services Training
Expert – Senior Expert and of Community Services Training Assistant – Junior Expert in the EU funded
Project in Republic of Serbia: “Enhancing the position of residents in residential care institutions for
persons with mental disability and mental illness and creation of conditions for their social inclusion in
the local community”
(Project duration September 2012 – September 2014)
The overall objective of the project is to enhance the social inclusion of persons with mental disability and mental health disorders. The project consists of three components:
1. Transformation plan for residential and psychiatric institutions and development plan for the cross-sectoral community-based social and health services created.
2. Implementation of Transformation & Development Plans strengthens capacity at national and local level to improve range and quality of cross services for de-institutionalization of persons with mental health disorders.
3. Support to the Grant Scheme1 for provision of community based social and mental health services.
Objectives of the assignment
The objectives of the assignment are the following:
• Conduct the Training Needs Assessment for the employees of the Social Residential Institutions and
other providers of the community based services for the people with mental disabilities and disorders
• Develop the Training Plan for on-site and theoretical training based on results of the Training Needs
Assessment
• Implement the Training Plan together with future trainers, both on-site and theoretical training
• Provide supervisory and advisory services to trainers in conducting the training and monitor training
outputs

Senior Expert’s profile
The successful candidate shall possess the following qualifications and skills:
• University degree in social sciences, post graduate diploma will be an advantage;
• Excellent command of Serbian and English languages;
General professional experience
• 10 years of general professional experience, at least 5 years of international experience
Specific professional experience
• Extensive experience in development of community services for people with mental disabilities and
disorders;
• Proven experience in designing and conducting training for community services provision
• In depth understanding of de institutionalization process of people with mental disabilities and disorders
Junior Expert’s profile
The successful candidate shall possess the following qualifications and skills:
• University degree in social sciences;
• Excellent command of Serbian and English languages;
General professional experience
• 5 years of general professional experience
Specific professional experience
• Proven experience in designing and conducting training for social care professionals
• Experience in developing curriculum’s in the field of social protection of people with mental disabilities
and mental illness
• Knowledge of the reform process and system requirements of transitional phase in the field of social
protection
The positions will be based in Belgrade. The indicative commencement of the assignment is November 2013. The tasks shall be implemented within a period of time November 2013 – September 16, 2014, in total duration of twenty five (30) working days for the Senior Expert and fifty (50) for the Junior Expert position.
